There are green leaves on the ground to show you where you need to jump from but it is tricky to find a spot that will work (aim for a little further left than where the leaves are).
Use Legolas to make swing poles, then go over and jump up on them. Look south and see two arrow slots on the rock cliff. Mordor, straight south of the Cirith Ungol Map Stone - Follow the guide studs to the little bridge leading up to Cirith Ungol tower. The crank handle can be found by fishing at the jetty just downhill. To open it you need to turn the crank to the right of the door. The Pass of Caradhras, just southwest of the Map Stone - The quest giver is behind a portcullis. Quick tip: when jumping for arrow swing poles, aim your jump for the end of the arrow and not where the arrow is anchored.
